This position reports to the Center for Occupational and Environmental Health (COEH) in the Department of Public Health Sciences. The core activities of COEH are to educate future leaders in occupational and environmental health, develop new knowledge, and bring the resources of the University of California to people affected by health hazards in their workplaces or communities. The Department of Public Health Sciences is a large, complex teaching, research, and clinical department in the UC Davis School of Medicine. The mission of the Department of Public Health Sciences is to improve the health of people using approaches based in epidemiology, biostatistics, economics, and behavioral science through research, educational programs, clinical programs, public service, and policy development. The mission of the Emergency Preparedness contract is to develop and support statewide preparations and response to public health emergencies in partnership with the California Department of Public Health (CDPH).

Responsibilities Under the general direction of the Chief, Emergency Response & Operations Branch, the incumbent will work with Department of Public Health (CDPH) programs and various federal, state and local agencies involved in terrorism and emergency response preparedness planning to ensure a coordinated, multidisciplinary statewide effort to ensure adequate emergency pharmaceutical response. These agencies include: the California Office of Emergency Services (CalOES), Emergency Medical Services Authority, Departments of Consumer affairs, Mental Health, Social Services, Developmental Services, federal agencies such as the Drug Enforcement Administration, the Food and Drug Administration, the Centers for Disease Control and Prevention, the Department of Homeland Security and others as appropriate. Incumbent will direct and oversee the development of emergency response plans related to pharmaceutical and medical supply requests, storage, deployment, and use. The incumbent will be expected to be on call or available during off-duty hours in the event there is a public health threat or emergency. The Sr Pharmacist, under the general direction of the Chief, Emergency Response & Operations Branch will have responsibilities for varied aspects of Strategic National Stockpile (SNS) operational planning, the Chempack Project, the Cities Readiness Initiative, and the Hospital Preparedness Program (HPP) as it pertains to the selection of and purchase of pharmaceuticals. The Sr Pharmacist functions assists in selecting, training, directing, deploying and coordinating assigned CDPH resources, including assigned staff, responding to public health disasters for which the CDPH has jurisdiction or responsibility pertaining to the request and deployment of medical supplies and pharmaceuticals staff.
California Registered Pharmacist with demonstrated knowledge and experience with legal requirements for governmental receipt, storage, distribution and dispensing of pharmaceuticals for emergency use including FDA requirements associated with Emergency Use Authorization and Investigational New Drug Applications.
Demonstrated experience as a subject matter expert regarding pharmaceutical treatment of disease and illnesses associated with biological, chemical and radiologic/nuclear terrorism and emergencies resulting from natural events.
Experience in successful development and implementation of emergency pharmaceutical response plans. Extensive knowledge of California's Standardized Emergency Management System (SEMS).
Familiarity with the roles and responsibilities of State agencies and departments and successful integration of their activities during response to public health and medical emergencies.
Demonstrated experience managing State-level public health and medical emergency operations center. Demonstrated knowledge of the Incident Command System (ICS).
Extensive experience applying the principles and practices of emergency management, including preparedness, mitigation, response and recovery. Extensive experience in Homeland Security Exercise and Evaluation Program (HSEEP) compliance.
Demonstrated experience in reviewing emergency plans, identifying gaps, and implementing strategies to close gaps. Extensive experience in promoting multi-disciplinary collaboration among State and local government agencies.
Excellent interpersonal, oral and written communication skills.
Strong analytical skills to identify, collect, and analyze pertinent data, reports, plans, etc.
Skill and experience to interpret, understand, develop and implement complex policies.

Work occasional evenings/nights.
In the case of a declared public health emergency (activation of the Joint Emergency Operations Center), the Senior Staff Pharmacist may work extended hours and on weekends / holidays in support of the CDPH emergency operations.
Some travel to local, state, and federal agencies may be necessary.
Valid CA Driver's License required and must participate in the DMV Pull Notification program.
This position may be subject to a criminal background investigation, drug screen, Live Scan fingerprinting, medical evaluation clearance, and functional capacity assessment.
